答：中國(guó)口岸簽證與有些國(guó)家“落地簽”類似，是辦理簽證的一種“方式”或者說(shuō)“途徑”，而不是像“商務(wù)簽證”“旅游簽證”等是簽證的一個(gè)種類。無(wú)論是口岸簽證還是“落地簽”，各國(guó)都依據(jù)各自法律設(shè)定相應(yīng)的申請(qǐng)條件和辦理程序。根據(jù)中國(guó)有關(guān)法律規(guī)定，持普通護(hù)照外籍人員有緊急入境需要、來(lái)不及在駐外使領(lǐng)館辦妥來(lái)華簽證的，可申辦口岸簽證入境。外籍人員申辦口岸簽證，可由本人或邀請(qǐng)單位提前向口岸簽證機(jī)關(guān)提出申請(qǐng)，或在抵達(dá)口岸后現(xiàn)場(chǎng)向口岸簽證機(jī)關(guān)提出申請(qǐng)。為便利申請(qǐng)人順暢辦理口岸簽證，避免申請(qǐng)人在抵達(dá)口岸后因具有法定不予簽發(fā)簽證、法定不準(zhǔn)入境等情形，無(wú)法獲批口岸簽證入境，影響行程安排、增加經(jīng)濟(jì)時(shí)間成本，建議外籍人員提前向擬入境地口岸簽證機(jī)關(guān)預(yù)申報(bào)，經(jīng)口岸簽證機(jī)關(guān)初步審核同意后再抵達(dá)口岸辦理簽證。外國(guó)旅游團(tuán)申辦口岸簽證的，應(yīng)由負(fù)責(zé)組織接待的境內(nèi)旅行社提前向口岸簽證機(jī)關(guān)申請(qǐng)。

Answer: China’s port visas are similar to the “visas on arrival” of some other countries. The term refers to a “way” or “method” to apply for visas, rather than a specific type of visa like "business visa" or “tourist visa”. Regardless of the names, every country sets corresponding application conditions and processing procedures according to its laws for foreign nationals to apply for visas in this way.
According to the relevant Chinese laws and regulations, foreign nationals holding ordinary passports, who have urgent needs to enter China but do not have enough time to apply for visas at Chinese embassies or consulates abroad, can apply for port visas for entry. Foreign nationals applying for port visas can submit applications in advance to the port visa authorities by themselves or through inviting parties, or apply on site upon arrival at ports in China.
To facilitate the applications,avoiding situations where applicants are unable to obtain approval for entry due to legal reasons such as being legally ineligible for visa issuance or entry upon arrival at ports,which may affect travel arrangements and increase economic and time costs, it is recommended that foreign nationals submit their applications in advance to the port visa authorities in the intended destinations, obtain preliminary approval from the port visa authorities, and then go to the corresponding ports for applying for visas. For foreign tourist groups applying for port visas, the Chinese travel agencies responsible for the reception should apply for them in advance at the port visa authorities.
As of now, port visa services have been provided at 99 ports in 72 cities nationwide with a large number of international flights and a high volume of foreign nationals entering China. 問(wèn)二：哪些“急需來(lái)華”情形可以申辦中國(guó)口岸簽證？

答：持普通護(hù)照外籍人員有急需來(lái)華從事商貿(mào)合作、訪問(wèn)交流、投資創(chuàng)業(yè)、探望親屬及私人事務(wù)等事由，或因來(lái)華奔喪、探望危重病人等人道原因，來(lái)不及在駐外使領(lǐng)館辦妥簽證的，可向口岸簽證機(jī)關(guān)申請(qǐng)辦理口岸簽證。
Answer: Any foreign ordinary passport holder who has an urgent need to travel to China for business cooperation, visits and exchanges, investment and entrepreneurship, visiting relatives and handling private affairs, etc., or for humanitarian reasons such as attending funerals or visiting critically ill patients, and are unable to obtain a visa from Chinese embassies or consulates abroad in time, can apply for a port visa at a port visa authority in China.

答：外籍人員向口岸簽證機(jī)關(guān)申請(qǐng)辦理口岸簽證，應(yīng)當(dāng)提交本人的有效護(hù)照或者其他國(guó)際旅行證件，證明緊急來(lái)華事由的相關(guān)材料，經(jīng)批準(zhǔn)后從申請(qǐng)簽證的口岸入境。例如，入境從事緊急商務(wù)活動(dòng)的，需提交邀請(qǐng)單位出具的說(shuō)明商務(wù)目的、緊急情形、主要行程安排的邀請(qǐng)函件及緊急情形相關(guān)證明材料。具體可向擬入境地口岸簽證機(jī)關(guān)咨詢。
Answer: A foreign national who plans to apply for a port visa at a port visa authority is required to submit his/her valid passport or any other international travel document, along with relevant supporting documents that evidence the urgent reason(s) for his/her entry into China. Once the visa is issued, he/she may enter China from the port where the visa application is made. As for the supporting documents, a foreigner entering China for urgent business activities, for example, shall submit the inviting party’s invitation letter explaining the business purposes, details of emergency, and main itinerary arrangements, as well as relevant proof of the emergency. 答：短期來(lái)華從事商貿(mào)合作、訪問(wèn)交流、投資創(chuàng)業(yè)、探望親屬、觀光旅游及處理私人事務(wù)等非外交、公務(wù)活動(dòng)的外籍人員，有正當(dāng)合理事由需繼續(xù)在華停留的，可就近就便向停留地公安機(jī)關(guān)出入境管理機(jī)構(gòu)申請(qǐng)商貿(mào)（M字）簽證、訪問(wèn)（F字）簽證、短期私人事務(wù)（S2字）簽證、短期探親（Q2字）簽證的延期、換發(fā)、補(bǔ)發(fā)以及旅游（L字）簽證的延期、補(bǔ)發(fā)。

答：2人及以上的外國(guó)旅游團(tuán)辦理口岸團(tuán)體旅游簽證，須由負(fù)責(zé)組織、接待的境內(nèi)旅行社提前向口岸簽證機(jī)關(guān)提交邀請(qǐng)函件、人員名單以及旅行接待計(jì)劃等證明材料。旅游團(tuán)可以從中國(guó)所有對(duì)外開放口岸入境、出境。
Answer: For foreign tourist groups consisting of two or more people applying for group tourist port visas, the Chinese travel agency responsible for organizing and receiving such groups must submit invitation letters, lists of personnel, and tourist reception plans to the relevant port visa authorities in advance. The above tourist groups can enter and exit from all open ports in China.
